Seeing as they were the main military force for the Citadel races and managed patrolling and policing for most of Citadel space. The Covenant fleet is what? thousands/tens of thousands strong? The Turians should be somewhere in the same ballpark even if they are likely smaller.
Well, they both have shields and even if the 'plasma' doesn't penetrate the barrier, the flash burns are going to be a thing. The Covenant have a large fleet advantage in both numbers and firepower.
Not really the population I was referring to and more the fleet size.
