There is Ets2 Folder but inside it there is no mods folder. I have the same issue as well except I am on Mac. I can play steam version of the game with promods, jazzycat stuff, any mod I want.
However, I personally do have mods folder which does work. Steam does not provide you with a mods folder, by adding a folder called mods doesn't help.
